Luthor.

Earth 1:
Time: The present.
The Status of The World:

It's been a year since the now historical visit by Earth 2s heroes known as The Justice League.
A year since Brainiac, Ultraman's ultra powerful android computer, attempted to gain freedom by causing a multiversal rift between the positive matter and anti matter universes by having the Crime Syndicate and The Justice League trade places.
A year since Thomas Wayne, acting commissioner of police of Gotham City closed his city from the rest of the world, turning it into a virtual No Man's Land, were even the pettiest of crimes is met with the harshest of punishments.

In this last year The CSA has increased its number from 5 to 7, with such members as Barracuda, dreaded lord of the undersea and one of Earths most famous eco terrorist.

The other  member is the Saturnian known as Cha'rissa, a former Princess of The Saturnian Royal Court, who was exiled to Earth months ago, and found by Super Woman, who then, after beating her in battle, "invited" her to join The CSA.

Currently The CSA is looking to increase its ranks by having even more members join them, till they reach 15 members.


Metropolis:
Monday, December 11th, 2000. 12:05 p.m.
Hypersector, The Lowest Part of The City:

A shady hotel near the docks.
We find Alex Luthor, Earth 1s only hero, alone in his room, writing in his journal. His room is lit by candles, all lamps and other means of electrical light broken near a corner.
In his bed we see a satchel, half open, books and print outs visible at the opening of the satchel.

"It's been close to a year since the successful attack by the creature known as Anthro, the Cave Boy.
A year ago he and his tribe traveled to the present from their remote past and attacked every building and every piece of technology in sight, essentially sending the whole city back to the stone age.
We barely have enough electricity to keep the essentials going, like hospitals.
Thank God below we have running water."

Luthor closed his journal and headed towards the bed.
He grabbed the satchel and pulled out a bunch of pages and headed back to the table.
He dropped the pages on the table, sat down and started reading them

"My name is Alexander Luthor, and I'm the last, best hope for freedom for my entire planet. And with the information in my hands I'm gonna make sure to change that.

Luthor flipped through the pages, separating them into 5 groups, each group made up of 2 to 3 pages.

"I'll begin here, in Metropolis, with her." Luthor thought as he stood up, returning his journal and the pages back into his satchel.

Luthor picked up the satchel and exited the room, blowing the candles off as he passed them.

The hall way was full of bleeding, hungry people, covered with as much clothing as they could find, which wasn't much.

As Luthor walked down the hall way, down the stairs, he's blocked by people asking for food and money to burn. Luthor gives each of them as much paper as he has to give, mainly 100 dollar bills, after all, money isn't what it used to be Luthor thought as he excited the hotel.

As Luthor walked down Hypersector, the poorest, lowliest part of Metropolis even before the cavemen attacked, he is reminded of his childhood, growing up in the rich part of the city, Hob's Bay.

Luthor recalled his life before the appearance of The CSA and others like them.

Born in 1943 Luthors life in Hob's Bay was a dream come true.

He enjoyed the happiest of lives, alongside his mother, father and sister, Lena.

While at Hob's Bay Luthor excelled at school, being class president most of his time there, as well as an up and coming scientist.

Then He came back.

Former astronaut Clark Kent returned from an outer space mission, and the world changed for the worse.

Using the powers given to him by what's known as Kryptonite Clark - now known as Ultraman - began a reign of terror, which height came with the formation of The Crime Syndicate of America, with its founding members Super Woman, Power Ring, Johnny Quick and Owlman.

Luthor, using his vast knowledge on the areas of technology, quantum mechanics and other mind boggling sciences, became Earth 1's first hero.

Donning a powerful armor of his own design Luthor set out to become a torn in The CSA's plans, but he always failed, as he's always destined too.

But during his visit last year on the alternate Earth he dubbed Earth 2, while posing as that Earth's Lex Luthor, Alex Luthor copied that Luthor's files on that world's super villains, with the hope of meeting and gathering their Earth 1 counterparts, hoping that on his Earth they might be heroes.

As Luthor arrived at The Metropolis Metropolitan Museum he noticed all the damage that had been done to it by the cavemen during the attack.

The museum's walls were blowned up, leaving nothing more then a few standing columns holding the roof up.

Luthor entered the museum.

As he walked up the stairs he pulled a picture out of his wallet.

It was a picture of a young red headed woman, dressed in a revealing outfit.

In the lower left corner of the picture Luthor had written the name "Barbara".

As Luthor walked along what was left of the halls of the museum he noticed many people sleeping on the floor, hungry and shivering. In the center of the room he noticed a soup kitchen, run by the same woman in his picture.

Luthor got in line and grabbed a soup bowl.

Minutes later he stood in front of Barbara.

"Morning Doctor Minerva." Luthor said as he handed his bowl to her.

"Doctor, now that's something I haven't heard in a year." She said as she handed Luthor his bowl of soup back, a smile in her face.

"Doctor, I need to speak with you, it's a matter of life or death." Luthor said as he gave his bowl to the person standing in line next to him.

Barbara gave the ladle to one of the other volunteers and she walked out of the line with Luthor at her side.

"What can I do for you Mr..." Barbara asked.

"Luthor, Alexander Luthor." Luthor said as he looked Barbara in the eyes.

"Luthor! You're on the CSA's most wanted list, aren't you, for acts of terrorism and heroism, aren't you?" Barbara said as she grabbed Luthor's arm and took him into her quarters.

As they entered Barbara's quarters Luthor noticed a map of Africa in one of the walls, as well as a ceremonial robe in a hanger.

"I've kept up with your research into the Urzkargan Cat Goddess Doctor, and I must say that I'm very impressed." Luthor said as he sat down on a chair.

"Thank you Luthor, but is that why you're here, to tell me how impressed you are?" Barbara said, standing next to Luthor, reclining on the table, as she grabbed a statue of the cat goddess.

"Call me Lex please Barbara." Luthor said with a smile in his face.

"Ok, Lex. Why are you here?"

"Remember last year when a group of heroes known as The JLA visited our world?" Luthor said as he stood up from his chair and started walking around the room.

"The Justice League I believe they called themselves. They looked very similar to The CSA, but good, as incredible as it seemed." Barbara said as she placed the statue back in the table and crossed her arms.

"Oh, they were good all right... too good actually. I'm the one that brought them here as a matter of fact, and that's what proved to be my undoing. The details are too much to go into them right now, but the reason I came here today Barbara is because I need your help. While I was in the positive matter universe from which The JLA came from I discovered the existence of an alternate version of me.
While posing as him so I could get in contact with The JLA to bring them here I did a lot of research on the nature of their Earth, which I dubbed Earth 2 by the way." Luthor said as he sat on the bed, looking into Barbara's eyes as he talked.

"In that reality my duplicate is an evil man, who's done a lot of horrible acts, including killing his own parents for profit. During my research into the heroic aspect of Earth 2 I  did research into its villainous aspects as well, as a contingence in case bringing The JLA here failed.
I ran across multiple files kept by Earth 2's Luthor, including a file on a woman called The Cheetah, a super villain who terrorizes Wonder Woman, Earth 2's version of our Super Woman.
Cheetah's name is Barbara Minerva, and she's one of that Earth's greatest killers and villains, which lead me to the conclusion that you would be it's complete opposite, a hero, one that can help me against The CSA." Luthor said as he stood up and approached Barbara.

Barbara couldn't believe what she was hearing, but it had to be true. All her life she had been a pillar of the community, taking care of her fellow man, and always wanting to do more.
When she discovered the Cheetah ritual last year she knew she could use it against The CSA, but then she lost her job, thanks to an slanderous article by The Daily Planet's star reporter Lois Lane.

"I understand what you're talking about, and as crazy as it sounds I do want to help, without question or hesitation. I believe it's time someone did something about the way things are. If anything The JLA showed me that the world can be changed." Barbara said as she uncrossed her arms and picked the robe up.

"Marvelous Barbara, we'll depart at once." Luthor said, a smile in his face.

"Depart for where exactly?" Barbara asked.

"We must go to The Temple of Urzkargan for you to finish The Cheetah Ritual, so you can acquire The Cheetah powers and help me against Super Woman and the rest of The CSA." Luthor said as he grabbed Barbara's hand in his.

"Very well, it'll take me a few hours to prepare. Where do you want me to meet you at? I assume you have some sort of transportation." Barbara asked.

"Meet me in the outskirts of town. I have a jet waiting for me there. I'll meet you there in 5 hours." Luthor said as he picked up his back pack.

"Understood. I'll meet you then."

Luthor exited the room and left the museum.

Monday, December 11th, 2000. 17:05 p.m.
The Outskirts of Town...

Barbara and Luthor going inside his private plane, a green and purple 747 with the letter "L" on the front and on the wings.

"Our first stop will be the temple of Urzkargan, where we'll get the tools you'll need to complete the Cheetah ritual." Luthor said as he put on his pilot headphones.

"Very well Luthor. I'll do anything to help you get rid of that damn Crime Syndicate." Barbara said as she sat in the co pilots chair.

"I know you will darling, I know you will. It's in both our natures." Luthor said with a grin in his face.

Next Issue: Legion of Justice 2: Cheetah opens up with Barbara and Luthor arriving at the temple of Urzkargan, where Barbara will undergo the Cheetah ritual which will grant her the awesome powers of the Cat Goddess. And who's the mysterious figure that's following Luthor around the world in his quest?

Welcome to the first issue of Legion of Justice.

This series, a direct sequel to the JLA: Earth 2 HardCover, will explore the ramifications of the JLAs visit to Earth 1, as well as reveal most of what Luthor of Earth 1 did while he impersonated his Earth 2 counterpart while we follow him in his quest to gather as many heroes as he can to battle the Crime Syndicate of America.
