Powers: Immortality
It seems clear that Matthew Dunsinane won't be dying of natural causes any time soon. He can be considered immune (CL. 1000) to aging and diseases.
Hellish Invulnerability
The Grim Ghost can still be brought to 0 Health by the old fashion means of shooting, stabbing, burning and such. But an attacker must match their own Psyche against Dunsinane's Amazing. If the test fails, then their attacks fail in spectacular fashion. Bullets turn into flowers or confetti, thrown punches miss, flames avoid him and such.
Spiritual Shield
The Grim Ghost can summon a shield-shaped energy force (usualy conjured on his left forearm - so he can use his right hand to hold a gun) of Unearthly (100) physical strength. Usually he's willing to count on his "Hellish Invulnerability" to protect him, but he will summon the shield when facing beings so spiritualy powerful that they can all but ignore his Invulnerability.
Judgment
When the Grim Ghost wants to, he can summon a dense mist (or lava...or a shower of sparks...) that envelopes opponents and (if they fail a test against his Amazing Psyche) actually SENDS THEM TO HELL! This attack can affect as many as three people at a time, but he receives no Karma for dispatching foes in this way.
This only effects people of such wicked natures that they were going to Hell if they died right then anyway. He's never used it on anyone who hadn't just murdered someone for greedy or evil purposes.
Guns: Though often used as the focus for his Judgment power, these can also be used to fire regular bullets for Good damage. They have a range of 4 areas, ignore any armor and never need to be reloaded.
Horse: Matthew Dunsinane rides on a coal-black steed

that possesses the power of Flight (Good speed) and Dimensional Travel (Amazing, may only allow passage to "Hellish" locations) and has the same Immortality and Hellish Invulnerability that he has (though it's Psyche is only Remarkable)
Limitations: Being a brigand from the 1700's, Matthew Dunsinane has little knowledge of the modern world.
As a basically satanic being, Matthew Dunsinane cannot walk earth that has been blessed by Jewish, Christian or Muslim religions (churches, temples, cemeteries, mosques and such) or attack people who are standing on such ground. It seems that strongly presented holy symbols and holy water would affect him in the same way they affect vampires.
Talents: Horsemanship, Guns (blackpowder), History (pre-Revolutionary America), Occult Lore, Weapon Specialist (+2CS with Antique Pistols). He also knew quite alot about the Pre-Revolutionary Musket business before he had to "...abandon firearms in favor of more GAINFUL pursuits!"
Contacts: Satan (or someone who looks just like him), Lady Sara Braddock (the woman who betrayed him to the law, and also a servant of the Satan), Police Commissioner Harrison Marten.
History: Matthew Dunsinane was your typical Pre-Revolutionary American Highwayman. Always willing to shoot a fellow or kiss a ladies hand. The usually stuff for noble rogues. But he trusted the wrong woman (isn't that always the way?) and ended up dangling at the end of a noose...and that's when the trouble started.
In a move that "Ghost Rider" and the Golden Age "Black Widow" both saw coming, Satan offers him the chance to return to earth as his personal hitman. All Matthew Dunsinane has to do is bring him the souls of evil men...and woman. Exactly why Satan doesn't want these people left on earth to spread their evil and cause more misery we're never told, but it may be connected to a power struggle between Satan and another demon named "Brimstone". Or perhaps it's got something to do with the troubles "Demon Slayer" is having with Xenogenisis over at his title. The Atlas line didn't think much through before tossing it at you.
Still, he's a very colorful and charming fellow.
Description: Matthew Dunsinane wore the costume that he wore when he was a Highwayman. Ruffled shirt with poofy-sleeves, a big purple cape and a blue mask. Look at the pictures! When in civilian life, he insists on wearing the same style of clothes he wore in the 1700's. Most people think he's just a wealthy eccentric.
Personality: Matthew Dunsinane started out as a cocky rogue with little respect for life. These day's he seems to take a cold delight in killing evil people (I wonder if they're getting the same sweet deal he got?), but recently he's realized that his feelings for Jaqueline Marten aren't purely platonic.
