An Overview

The USS Aquila is an independent Science Fiction fan club, modeled upon "Star Trek", and based in Florence Kentucky. There are currently over forty members, coming from various and diverse backgrounds. By coming together in practicing the IDIC (Infinite diversities in Infinite Combinations) credo as outlined in the "Trek" universe, created by Gene Roddenberry, we can rejoice in our differences as well as our commonalty, and benefit as human beings as well as perpetuate the ideas portrayed in "Star Trek".

The Aquila was officially commissioned as a shuttle on February 22, 1991. Since then we have been meeting monthly. There is a short Business and information segment followed by some type of entertainment, refreshments and/or socializing.

In an attempt to reflect the "Star Trek universe, the ship (club) is structured after the TV series and movies. The crew (club members) is divided into divisions: Command, Communications, Engineering, Medical, Operations, Science, and Security. We also have a Marine Strike Group within the Security Division. Each division is headed by a Division Chief who is to act as a model member and help form an important link in the ship?s infrastructure. Your Division Chief is there to support you as an individual member and to supply any information that you may request about the club or your division. It is the duty of your Division Chief to introduce himself to you. However, it is not uncommon for the member to contact the Chief first, as sometimes it does take a while for the information to circulate.

The Aquila is first and foremost a social organization, but we try to help others while still being able to have fun. One way to help is to bring non-perishable food items and/or clothing to the meeting with you. These items are distributed to the less fortunate. Please help.

The Aquila also publishes a monthly newsletter, "The Talon?s Edge", which covers Aquila news, Trek information and other items of interest such as upcoming events and activities in our area. Being a social organization, the crew of the Aquila, as a group goes on "Away Missions" to attend conventions, hold parties, and other activities. Many of these activities are held in conjunction with other area science fiction organizations.

The USS Aquila is affiliated with T.R.E.K. (Trek Related Exchange networK) and with Starfleet Marines International.

Many of our members are also affiliated with Starfleet, The International Star Trek Fan Association; Starfleet Command; Romulan Star Empire; Klingon Assault Group; Broken Lands Alliance; KAG Xenolegion; and Friends of the Time Lord (Dr. Who), although the USS Aquila is not officially affiliated with these groups.

On behalf of the crew of the USS Aquila, we would like to take this opportunity to officially welcome you aboard the ship.

To give you a brief history of our ship, we started out as the Shuttle Aquila in November 1990 and met at the Crescent Springs LaRosa Restaurant until April 1991, when the size of our membership grew to the point that we had to find another place to meet. We have met at several different places since then and presently meet on the second Saturday of each month at 4pm at the Barnes & Noble Bookstore on Mall Road in Florence, KY.

The USS Aquila is involved in many projects for the community as well as ship projects just for the fun of it. We collect canned or non-perishable food items for Brighton Center in Covington, KY. We also hold clothing drives, blood drives, and collect aluminum cans for recycling.

You can participate in role playing, costuming, parades, away team activities including conventions, picnics, and attending area attractions.

PARTICIPATION

"Well, now that I am aboard, what can I do?:"

 

You have been welcomed aboard, met your Division Chief, had your quarters assigned and figured out how to work the food replicator and now you are probably wondering just how to get involved in all of the fun and excitement. There are many options open to you and you can also suggest some ideas of your own for fun and entertainment type activities.

The best way to start is to attend the monthly meetings and get to know your fellow crewmates. Don?t be shy, just walk right up and introduce yourself. Sure, you?re new, but remember everyone was new at one time. Making friends is sometimes difficult, but on the Aquila we make an effort to get to know new members. Come on in and join the fun.

You might want to join a committee. What do you like to do? You could join the recruiting committee, the fund raising committee, the Project Genesis committee, or one of any number of other committees that are currently meeting. Getting involved with a committee is a good way to get to know the other crewmembers and also have fun at the same time.

Do you like to draw or write? You may be a candidate for helping with the newsletter. The newsletter Editor is always looking for new submissions of art, news or fictional material. Or you may want to help with or to start a Division newsletter.

And while you are talking with your Division Chief, ask what is happening within your division. Maybe there is a project you can help with or perhaps you have an idea for a project to work on within the division.

You will want to make sure to attend a club party, field trip or away mission. If you have a suggestion for an activity bring it to someone?s attention.

What are your interests: gaming, model building, costuming, writing, drawing, music, etc.? If you have a specific area of interest, ask around and see if anybody shares it. There is the possiblility that you could get together with these people to share in your hobby.

There are always possibilities and these possiblities are endless, calculating them would be????????? Well, astronomical.

 



MEMBERSHIP DUES

Single Membership: $5.00

Two Member Family Membership: $7.00

Three or Four Member Family Membership: $9.00

More than Four Member Family Membership: $9.00 + $1.00 for each additional person over 4

For each type of membership, $2.00 will be allocated to the Newsletter Fund, $1.00 will be allocated to the Crewmember Emergency Fund, and the balance of the Dues will be allocated to the General Fund.

 

 



MEMBERS CODE OF CONDUCT

  1. I will always behave in a manner which brings credit to my ship and myself.

STRUCTURE AND CHAIN OF COMMAND

If you are a Star Trek fan at any level, you will enjoy the structure of the USS Aquila. The USS Aquila welcomes people from all walks of life, all races, religions, physical abilities, etc. We are primarily a social organization, although we do work extensively with our local communities and for both local and national charities. We believe that an active fan club gives us a better opportunity to live by the ideas put forth in the Star Trek Universe. If you would like to help with some of these projects, GREAT! If you joined to enjoy the fun, GREAT!

In order to assist us in planning and executing interactive fan projects and provide an efficient communications system among so many members, there is a Chain of Command within the Chapter. This Chain reflects responsibility, NOT POWER. The Command Staff is made up of the Commanding Officer, Executive Officer, Second Officer, and Third Officer (if any). These Officers have responsibility for certain ship functions such as the Treasury, Records, Divisions, and Committees.

Elsewhere in this manual you will find a Chain of Command Chart so you can easily see who reports to whom, etc.

In most cases, the Chain of Command should be followed if you have a question, problem, idea for a project, function or activity, etc. However, we realize each circumstance is as unique as our members, so Aquila does maintain an "Open Door Policy" in all instances.

The Command Staff sets down recommendations for policies for the ship to be voted on by the membership. These recommendations are based on the needs of the ship and crew. If you have an idea for a change in ship?s policy to better them, please feel free to submit these ideas in writing to your Division Chief or any member of the Command Staff.



FUNDS FROM PROJECTS

As on any active ship such as the USS Aquila, there may be several money-making projects ongoing in many divisions or on the ship as a whole at any time.

Division Chiefs, Committee Chairpersons, and individual members who promote sales of items for the benefit of their respective groups or the ship should turn funds over to the Treasurer at the close of that event. If the Treasurer is not available, the funds should be turned over to the Commanding Officer, or other Command Staff Officer. The funds should be in the hands of the Treasurer no later than the next regular meeting following the conclusion of the event. Any person turning over funds to any of the above officers should be sure to receive a receipt for the funds and a statement of what project they are from.

CO MMAND STAFF

RESPONSIBILITIES AND REQUIREMENTS

 

The Command Personnel in the positions of Executive Officer, Second and Third Officers are to serve as support for the Chapter Chairperson (Commanding Officer). They should do what they can to keep the CO informed of the needs of the crew and help to formulate recommendations for ship?s policy. They should be models of the Members Code of Conduct and the front line of communication between the CO and the Division Chiefs and Committee Chairpersons. They should be very active and regularly contributing members.

MINIMUM REQUIREMENTS to hold a Command Staff Position:

    1. Must be at least 18 years of age.
    2. Must be a graduate of OTS and OCC.
    3. Should be active and attend at least 75% of the regular meetings.
    4. Should make every effort to meet deadlines required for reporting.
    5. Should write, phone or personally contact each new DC or CCP to familiarize them with their duties and reporting dates.
    6. Must turn in a monthly report to the next highest in the Chain of Command by the date requested by that Officer.

Commanding Officer?s responsibilities:

    1. The CO must report to the membership at the regular monthly meeting.
    2. The CO will be responsible for the smooth operations of all functions of the monthly meetings and media relations.
    3. The CO will work with the other members of the Command Staff and the membership to formulate recommendations for ship?s policy and the updating of the Crewmember Guide (Policy Manual).
    4. The CO shall be responsible for the production of Certificates of Promotion and / or Merit, Captain?s Citations and Commendations. Shall affix his / her signature to them for presentation to the members and notify the Records Officer of such promotions and / or awards.
    5. The CO shall endeavor to keep contact with other area Star Trek or Sci-Fi clubs in the area and assist in the coordination of inter-club activities.

Executive Officer?s reports should include:

    1. Crew depth (number of crewmembers) in each division.
    2. Status of crew transfers, in or out of each division.
    3. News of ongoing projects and proposed projects within the divisions.
    4. Any ideas and / or suggestions concerning ship?s operations.

Second and Third Officer?s reports should include:

    1. News of ongoing projects and proposed new projects within their respective committees (see Chain of Command Chart).
    2. Any ideas and / or suggestions concerning ship?s operations.

The Officers of the Command Staff should attempt to be accurate & timely in their reporting. The Officers of the Command Staff are in these positions at the pleasure of the membership and can be removed from their position by failing to get a vote of confidence.

DIVISION CHIEF and COMMITTEE CHAIRPERSON

Responsibilities and Requirements

The Division Chiefs and Committee Chairpersons are to serve as model members, doing what they can to keep members active and interested. They are the front line of communication between ship?s activities and the individual member. DCs and CCPs should be very active and regularly contributing members.

MINIMUM REQUIREMENTS to hold a Division Chief Position:

    1. Must be at least 18 years of age or have an adult supervisor.
    2. Must be a graduate of Officer?s Training School (OTS).
    3. Must submit a monthly report to the First Executive Officer by the 1st of each month.

Reports should include:

    1. Crew depth (number of members) in their division.
    2. Status of new members and / or crew transfers in or out of the division.
    3. Updates of ongoing and proposed new divisional projects.
    4. Any ideas and / or suggestions concerning ship?s operations.

Division Chiefs must not miss more than two reports in a row or four in one year.

    1. Should attend at least 75% of the monthly Aquila meetings per year.
    2. Should take at least the basic Academy course pertaining to their division.
    3. Should write, phone or personally contact each new member coming into their division to welcome the new member aboard and introduce themselves.

REQUIREMENTS to hold Committee Chairperson position:

The following Committee Chairperson positions are required to submit a monthly report to the Second or Third Officer, (see Chain of Command Chart) as required by that Officer:

Recruiting, Fund Raising, Activities, Media Relations, Transportation, Outreach, Project Genesis, Stampede, and Newsletter.

Records and Attendance are to submit their monthly report to the chapter secretary at the end of each monthly Aquila meeting.

Treasurer should submit a monthly report at each meeting, to be appended when books close on the 15th of each month.

RECORDS OFFICER

NEW AND CURRENT MEMBERS

RECORDS OFFICER: records information on each member of the ship into computer files.

Information on members should include:

    1. Name, S / N, Address, Phone Number, Birth date, Expiration date, etc.
    2. Records position (assignment) within division when received from DC.
    3. Maintains current information on each member regarding Academy courses, Awards, Citations, Commendations, Promotions, Transfers, etc.

MEDIA RELATIONS

As a member of the USS Aquila and Star Trek fandom in general, we would always like to present the best possible public image. You probably already know that the general public has a negative perception of Star Trek fans. They call us "Trekkies", or Star Trek freaks and see us as weird, strange, etc.

We feel it is our duty for Star Trek fans everywhere to do what we can to change this impression. One tool that is at our disposal, from time to time, is the use of the various media, such as TV, radio and newspapers. Of course these media may not have the same objectives as ours, so we should use the utmost caution when speaking with them. The Media Relations Officer is charged with the responsibility of contacting the media to pass on information about the club, its drives and special convention, movie premiere, or other Star Trek event. If approached by the media it is best to direct them to the MRO or CO. If this is not possible or they are not available, try to remember the following:

    1. The media?s goal, first & foremost, is to get a story; usually the more outlandish or controversial, the better they like it. Politely refuse to do anything ridiculous! Be firm, and don?t let yourself be pressured.
    2. Use common sense. Think carefully before you speak. Don?t hand them the opportunity to misquote you.
    3. Give some forethought into some of the most commonly asked questions, such as: Why are you a Fan? How long have you been a Fan? Why is Star Trek still popular after more than 25 years? Etc.
    4. If possible try to work in the concept of I.D.I.C. and the Aquila?s community service projects and any other positive aspect of Star Trek fandom.
    5. If it appears that the interviewer is trying to put words into your mouth or twist things that you say, pick one positive sentence and simply repeat it for your answer to every question. Even though you may be interviewed for an extensive period of time, chances are the media will only quote that will be repeated, aired or printed, thus defeating our purpose with the media.
    6. Don?t volunteer the club to do anything without first checking with the Captain and direct questions you are not sure of to the CO or MRO.


USS AQUILA MARINES

Whereas, everyone who is a marine is first a crew member of the USS Aquila, the Commanding Officer and Command Staff along with the Marine OIC shall decide rules regarding marine crewmembers on the ship. The status of marines aboard the USS Aquila shall be as follows:

    1. The 38th Strike Group of the 63rd Regiment, 7th Division of Starfleet Marines International attached to the USS Aquila shall consist of both "active" and "reserve" status marines.
    2. Marines who hold "reserve" status may be a member of any division they desire aboard the USS Aquila.
    3. Marines who hold "active" status must be a member of the Security Division to which the 38th MSG has been attached until such time as there exists enough "active" marines to constitute a separate division.
    4. All marines aboard the USS Aquila shall use naval rank to eliminate the confusion of a dual rank system.

 



USS AQUILA PROMOTION POLICY

Aquila recognizes member contributions by the use of a rank and promotion system based on awarding points for certain activities. Rank is a way to compensate and reward members for their participation. No one receives a salary for their work in the club. However, some officers are granted reimbursement for materials pertaining to their position. Our ranks reflect those in Star Trek as a result, provide our members with a unique atmosphere. This is one of many things sets our club apart from other types of social organizations.

The most important thing to remember about rank is: don?t get submerged in it. Although we take promotions seriously and responsibility goes hand in hand with rank, don?t lose sight of the reason we are here. That is to have fun and share with others the Trek experience.

NO ONE, regardless of rank, can order another person to do something. All of our actions are strictly voluntary. Although some requirements are set to hold specific ranks or positions, NO ONE is more important or better than another person aboard Aquila, regardless of rank. From the youngest Cadet to the CO, each member is accepted and appreciated for their own unique contributions.

¼ page of text, jokes or puzzle published in Talon?s Edge, fanzine, or other publication. ? Artwork that is not very complex or time consuming (small drawing or single frame cartoon) that is published. ? Photos used in publication (per event not photo). ? Community service that takes only a short amount of time (verification required). ? Cadet supervision during business segment of monthly meeting (Cadet Corps members only). ? Attending Division or Committee meeting schedulted on a day other than monthly meeting day. ? Fulfilling the duties of attendance taker at monthly meeting (Maximum 2 points awarded per promotion).

Fulfilling the duties of Stampede Coordinator, Project Genesis Liaison, Coupon Program Coordinator, or Ship?s Historian. Serving as active member of one or more committees. (Maximum 3 points per promotion)

Fulfilling the duties of Activities Coordinator, Transporter Chief, or Media Relations Officer. (Maximum 4 points per promotion)

Receiving Captain?s Citation. ? ½ to 2 pages of text, jokes, or puzzles (published). ? Major part of Talon?s Edge Staff for each issue. ? Substantial store bought or home made refreshment for an Aquila function. ? Artwork that requires several hours and / or some expense for material. ? Working and completing a large or detailed project. ? Working 4 hours at a fund raiser or activity. ? Community service requiring 4 hours or more (verification required). ? Working 8 hours or more at an Aquila activity or fund raiser. ? Heading or doing most of the work for a project such as a calendar, fanzine, etc. ? Community service requiring 8 hours or more (verification required). ? Passing Aquila Academy version of OCC. ? Organizing and running an Aquila party (for entire ship or division); give date & theme of party.

Performing duties of Aquila office, other than Division Chief, such as Records Officer, Treasurer, Recruiting Officer, Fund Raising Officer, Outreach Officer for 6 months.

Heading and doing most of the work for a major project, such as making a recruiting booth, etc.

Grade Promotion for passing Aquila Academy version of OTS.

Newsletter ? refers to Talon?s Edge and any Aquila affiliated publication.

Fanzine ? refers to any approved fanzine publication at discretion of Aquila Command Staff.

Publication ? refers to newsletters and fanzines as listed above or any Science Fiction magazine or newspaper (verification required).

You must wait at least three months after receiving a promotion before you are eligible to receive another promotion. A promotion for any reason (Points, merit, OTS, etc.) causes accumulated points to go back to zero.

You need OTS to be promoted higher than Master Chief Petty Officer.

You need OCC to be promoted higher than Lieutenant Commander.

You must be over 18 years old to be promoted to Lieutenant Commander.

The items listed above for promotion points are not all inclusive. Other items not listed will be considered on an individual basis.

USS AQUILA SERVICE AWARDS

CITATIONS ? are awarded by the Commanding Officer only and are awarded to members for exceptional and / or extended performance outside of regular duties. The Citation is the highest personal award given to a member on the USS Aqula.

Citations carry a promotion point value of 5 points.

COMMENDATIONS ? are recommended by Division Chiefs and members of the Command Staff to the Commanding Officer for approval. Recommendations should be in writing. The Commendation is an award to show appreciation to a member for exceptional or noteworthy behavior in the regular performance of duty.

Commendations carry a promotion point value of 3 points.

CERTIFICATES OF MERIT ? are recommended by any member of the Aquila to the Commanding Officer for approval. Recommendations should be in writing. The Certificate of Merit is awarded to members that actively participate in ship?s functions.

Certificates of Merit carry a promotion point value of 1 point.

All Service Awards become a permanent part of the member?s record.

PROMOTION SYSTEM

POINTS REQUIRED PER LEVEL

  1. Members can only be promoted one rank at a time.
  2. You must wait at least three months after receiving a promotion to be promoted again.

PROMOTION PROCEDURE AND POINTS RECORDING

  1. An incoming member is given a Promotion Point Work Sheet. The member records points earned from activities, donations, awards, courses, etc. on this sheet until enough are accumulated for a promotion to the next higher rank.
  2. The member sends or gives his / her completed work sheet to the Commanding Officer. (It is recommended that the member make a photocopy of the sheet prior to sending it.) If the promotion is to be based upon the completion of an Aquila Academy course, the member should send a photocopy of the diploma or certificate and keep the original.
  3. The Command Staff reviews the sheet, and if necessary, verifies the points with the member. If revision is made or points disallowed, the sheet will be returned to the member with an explanation.
  4. If the promotion is approved according to the ship?s promotion policy, the member will be presented with a certificate of promotion and a new promotion point work sheet at the next regular meeting of the USS Aquila and the Records Officer will be notified of the promotion.

PROCEDURE TO APPEAL WORK SHEET REVISIONS

If a member has a work sheet returned to him / her with revisions or disallowed points, he / she may petition the Command Staff, in writing, to reconsider the work sheet. If the Command Staff feels the revisions and / or disallowed points are correct, the aggrieved member may petition the general membership at the next regular meeting of the Aquila. The decision of the membership on appeals are final.

AWAY TEAM ETIQUETTE

The Crew of the USS Aquila from time to time attends conventions and other events as a group. As we are a social club, we do encourage our members to attend these events whenever possible. However, it is important to know, when we do attend these functions as a group we should remember to be courteous to our crewmembers and others. Most of the things we need to concern ourselves with are things of common sense but none-the-less we have to address them here.

There is usually quite a bit of planning that goes into one of these trips as a group. There is the problem of transportation, lodging, tickets, meals, etc., and of course these things cost money. Give yourself plenty of time to prepare for the cost prior to departure.

Here are a few simple guidelines to help make our Away Team Missions go as smoothly as possible:

Make arrangements for the purchase of your ticket to the event in advance. If someone is ordering the ticket for you, please pay the cost of the ticket as soon as possible or make arrangements with the person for payment.

Please make arrangements for your transportation at least a week prior to the day of departure but remember the sooner the better. If you are going to carpool with someone, help with the cost of the gas and remember to be punctual for the departure and return.

Know where you will be staying before you leave. Please don?t assume that you will be sharing a room with someone. Work it out before you leave. If you are going to share a room with other people, please pay for your share of the room prior to departure. You are responsible for charges to the room that you make in addition to the room rental (ie.: long distance phone calls, room service, premium movies, etc.). To avoid confusion, the person that reserved the room should be the one to deal with the front desk.

In an effort to save on the cost of meals, many of our members will take coolers, food items and beverages to the event to keep in the room. You are responsible for all your meals that are not included as part of the event. Please do not get into these items, that other members have brought to the event, without their permission.

Many of the events such as conventions will have parties or dances where drinking of alcoholic beverages is permitted. However, if you are not of legal age to drink alcohol (most states it is 21 years old) please don?t.

In the room, the main thing is to be courteous of one another, whether someone is using the bathroom, sleeping, making a phone call, etc. Please try to help keep the room and the bathroom clean.

Guide Lines for Recruiting Drives and Booths

To insure the safety of the Aquila Crew, the general public and the items brought by individuals for display, and to avoid confusion between the Aquila crew and the public, the following guide lines are established for members of the USS Aquila when working a recruiting booth.

  1. Recruiting drive activities are to be coordinated with the Recruiting Officer and the Second Officer and cleared through the CO.
  2. The necessary fliers, pamphlets and / or applications should be delivered to the Recruiting Officer or officer in charge of the drive at least 10 days prior to the recruiting activity.
  3. Aquila crewmembers, working the recruiting booth, should arrive at least 15 minutes prior to the scheduled opening of the recruiting booth to help set up the table, hang signs and banners, etc?
  4. Crewmembers bringing items to display should, if possible, mark their items with their name and / or SS number. (Note: Items brought to the recruiting booth by individuals are done so at the owners own risk and the Aquila can not be held responsible for the loss or damage of these items.) It is the responsibility of the members working the booth to help watch these items. Small items, such as pins, patches and buttons would be better displayed and protected if mounted on a board or put into a display case.
  5. Crewmembers working at the recruiting drive are requested to wear their uniform or costume relevant to the Star Trek universe. If this is not possible, wear an item such as a T-shirt, pin or patch relevant to Star Trek. Those wearing uniforms (any version) should wear the correct rank insignia corresponding to their actual rank aboard the Aquila.
  6. Please do not attend the recruiting drive under the influence of alcohol or drugs and refrain from smoking cigarettes while at the booth.
  7. Please keep food and drinks off the display table and do not let the public set food or drinks on the table. Many of the items displayed are very valuable and some items can not be replaced.
  8. There must be at least two crewmembers at the booth at all times. If a large crowd is at or near the booth, other crewmembers should assist at the table to help recruit and watch the display items. Any theft, attempted theft or disturbance at the booth should be reported to the local security or police.
  9. Aquila members are not to bring real weapons to the recruiting booth. This includes knives, swords, daggers, firearms, and martial arts weapons. All prop weapons used with a uniform or costume should be made of material like plastic, rubber, wood, or paper. No metal unless approved by programming coordinator.
  10. The purpose of the drive is to promote the image of Star Trek and the Aquila fan club, refrain from abusive language and racial or ethnic statements in the earshot of the general public. Remember we have come to get people to join our club, not turn them away.
