" India is a member of the WTO. Thus the policy of SSE Sector in India will have to be WTO compliant. The policies must be in tune with the provisions of the WTO on all issues including the basic issues like actionable and non-actionable subsidies, patents, tariff and non-tariff barriers, sanitary and phytosanitary measures etc. Subsidies, support and incentives to the SME sector do not come under the category of actionable subsidies as long as they are horizontal in their application. The Government should take up adequate measures to increase awareness on WTO provisions among the SSI entrepreneurs and take appropriate measures to protect Indian SSI sector through bound rates, information/data to prove dumping and help in introduction of antidumping measures, create a legal cell to take care of legal problems faced by the SSI units on account of WTO conditions. The DC (SSI) should create a separate Division on WTO supported by adequate experts in various disciplines."

Indian Small Industries are in a difficult situation due to the need to comply with WTO rules & regulations.The effect of these regulations on ssi sector is welknown.Among various solutions prescribed to ssi sector , the most important seem to be Technology Upgradation,
Quality Improvement,& Price reduction in order to compete in the export market and reorienting
to the emerging post wto environment.
This requires radical shift in the performance of the sector and additional investments.
It is therefore proposed to invite experts from Government,Financial Institutions,Foreign Trade
Promotion Organisations,Small Industry Entrepreneurs and others involved in the Development
of small industries and discuss various issues to find solutions and to recommend to
appropriate authorities the need for special attention to this important sector.
