Doc Strange started out as "Doctor Strange," with no special powers. This
he gained via "Alosun," a secret distillate of liquid sun atoms, along
with a costume, in Thrilling Comics #7, becoming "Doc Strange" as of #10.
His sidekick, Mike, came along in #24.

A space ship with a crew of humanoid Venusians hit an astroid made of a
frozen mist which killed most of the crew. One managed to survive and made
his way to Earth, Salt Lake City in particular. There he was saved by a
group of scientists expirementing with gamma rays who tried to turn him
over to the government. The Venusian escaped and ended up saving the city
from a flood after learning how to control his new ice powers. The citizens
then accepted him and he turned his new abilities toward fighting crime
as Sub-Zero.

Learning his father had been killed by the Nazi Iron Jaw, Chuck Chandler
sets off around the world to find him wearing his school hockey uniform
and cape. This would be his Crimebuster uniform until 1950 when a girl
would refuse to be seen with him in his ridiculous costume. From then on
he dropped the cape and kept only the sweater with blue dress pants. CB
also kept a pet monkey, Squeeks, who saved his life more than once!
