MEETING MINUTES
Wednesday, June 13, 2001, 7:00 p.m.

- Chair Raymond Larose called the meeting to order at 7:08 pm
MEETING MINUTES
- D. Roberge moved to accept the minutes of the March 14, 2001 and April 21,
2001 meetings as written. B. Brunelle seconded. Motion carried.
FINANCIAL REPORT
- C. Rutkowski presented the Financial Report for the first quarter 2001
(January 1 — March 31).
- D. Roberge moved to accept the report. B. Brunelle seconded. Motion
carried.
CONSTRUCTION IN ENOSBURG FALLS
- S. McNeil, Village Manager, described planned sewer line construction
activities which will affect usage of the Rail Trail for an estimated 3-week
period from June 25. The sewer line will extend from the new industrial park
into the village (behind the cheese plant) and will in places be installed
in the bed of the Trail. During the 3 weeks, the Trail will be closed
between Pleasant Street and White Road; Trail users will be detoured onto
Route 105. The Village will take care of on-road trail detour signs. Public
service announcements will be sent to the local media and posted on
community bulletin boards.
PARKING AREAS
- B. Waninger explained that the original contract with P. Cross did not
include a cattle crossing at Greens Corner. This would be a new crossing. It
would cost an estimated $815 for P. Cross to survey, draw up plans and specs
for this crossing. R. Baker moved to approve the expenditure on condition
that a wetland approval from ANR is received prior. Seconded by B. Brunelle.
Motion carried.
UP-COMING ACTIVITIES
- Workday in St. Albans - A workday to weed the garden at the St. Albans
parking area will take place Saturday, June 23. Flyers have been sent to
Rail Trail volunteers, the media have been notified, and several volunteer
sources have been contacted C.
- Scott spoke with C DuSablon, horticulturalist with VTrans, who did not
recommend pruning cedars at St. Albans parking area as a way of alleviating
trash build-up. Boundary Signs - Scheduling of a workday to install town
boundary signs along the Trail will be postponed until later in the summer.

- National Trails Day — C. Scott reported that 7 organizations have been
invited so far to have a booth; most have not confirmed yet. A request has
been sent to Coca-Cola for a banner and 200 beverages.
- Enosburg History Alive — This community day will take place Sat.,
October 6, 2001. It was decided that we will not participate this year as it
is at the end of the Trail’s season and because we did not generate a lot
of awareness from our participation last year.
T-SHIRTS
- R. Larose asked whether the Council was interested in cost-sharing with
Council members and other Trail volunteers who wish to purchase a t-shirt that
could be worn at Rail Trail events, workdays, etc. T-shirts would cost $10 ($5
paid by Council, $5 paid by volunteer); are gray, with the logo designed by M.
Loner for the Rail Trail Challenge on the left breast, and ‘Missisquoi Valley
Rail Trail’ on the back. A minimum quantity of 12 is required for an order. 13
t-shirts were ordered by Council members present.
UPDATES
- Dairy Festival — C. Scott reported that 84 Rail Trail Guides were
distributed at the Dairy Festival.
- VT Forests, Parks & Recreation Grant — C. Scott reported that we
have not yet been given the go-ahead to begin this grant for picnic tables,
benches and bike racks along the Trail.
- VT Youth Conservation Corps Grant application — C. Scott reported
that awards have not yet been made for 2001 grant applications.
- Berkshire Representative — C. Scott reported that P. Tiffany will be
moving to Richford and therefore, effective August, Council’s Berkshire
seat will become vacant.
- Rail Trail Guide — B. Waninger reported that an updated edition of
the Guide will be available around August 1. 10,000 copies will be printed
and the Guide will be in 2 colors.
- St. Albans Parking Area — J. Smith reported that so far, no better
configuration for entering the parking area has been developed.
- Sheldon Bridge — B. Waninger reported that the bid package is
expected to be advertised in September and a contract awarded end of October
2001. Anticipated construction start is April 2002 with completion by
October 2002.
- Mowing — J. Smith advised that VTrans will mow the grass beside the
Trail this summer.
