Chair Raymond Larose called the meeting to order at 7:05 p.m.
R. Roberge moved to accept the minutes of July 19, 2000 as written. K. Brunelle seconded.
Motion carried.
R. Larose has been in contact with G. Newbury (VTrans) concerning mile markers that are either missing or not firmly in place. G. Newbury has inquired whether Council would prefer markers to be on steel posts or wood posts set in concrete. There was discussion as to durability, appearance, vandalism, and frequency of markers. It was decided that R. Baker, B. Brunelle, and J. Smith will meet with G. Newbury and make decisions on behalf of the Council.
The parking area allows for 6 cars to parallel park and many more to park single file along the road. It is questionable whether there is a real need to increase parking spaces at this time.
The parking area access is a problem Ä not easily visible, narrow entrance, proliferation of road signs, heavy and fast-moving road traffic. There was some discussion as to whether the access could be moved off Route 7 onto either the Old Sheldon Road or Route 105. This issue should be pursued further. It was suggested that a flower garden be planted at the entrance.
It was suggested that a cross-walk be painted on the Old Sheldon Road between the parking area and the start of the Trail.
Cedar trees at the edge of the parking area need to be thinned. The mile marker committee will discuss getting this done as well as improving drainage off the Trail on to adjacent private property.
R. Larose requested Councils approval to purchase manure and bone meal for St. Albans garden. B. Brunelle moved to approve an expenditure of up to $50. J. Smith .seconded. Motion carried.
C. Scott advised that there is an opportunity to participate in a day-long Enosburg community event on Saturday, October 7. The Council is interested in having a booth with Rail Trail information, photos, and if possible the video made by Amy Bell
A new logo for the Council should communicate multi-recreational trail use and possibly Jay Peak and the Missisquoi River. Logos for other rail trails across the country will be reviewed and graphic artists will be consulted.
There being no other business, R. Baker moved to adjourn a! 8:30 p.m. D. Stanley seconded.
