Present were:

1. Bryant called the meeting to order at 10:10am.
2. The council went around the table and recognized the visitors
at the meeting.
3. A motion wrs made to accept the Secretary's report, one
change was made in the spelling of Peter Strobridge's name, the Secretary's
report was accepted for the record.
4. A motion was made to accept the Treasurer's report and was
accepted for the record
5. Each of the members went around the table and reported what
was new in each of their organizations.
6. Unfinished Business.
- A. The committee to re-use the Lamoille Valley Railroad
has been meeting reguIarly and recommendations are still
being taken. Amy Bell has been paying attention to
ongoings with the Lamoille Valley Railroad.
- B. By-Law Changts - Recreation was put back in the name
of Forest, Parks and Recreation! Ben Rose suggested some
changes in the By-laws. Anyone who has suggested changes
in the By-laws should pass than along to Bryant Watson.
- C. 2000 American Trails Conference was tabled and no
action was taken.
- D. Web Site Update: Discussion took place with the progress
of the Web Site and what the purpose of that site is. All
seemed to agree that things are up in the air with the
Web Site, however all agreed that the Web Site should be
used for Trait Organizatiotrs links. A host site was also
talked about and sharing it with F,P, &R. It was
decided that a committee should be appointed and possibly
apply far a grant next year.
- E. Newsletter: A rough format of the newsletter was
passed around by an representativ of Ghost-Writers. The
representative of Ghost-Writers urged people to get their
articles in as soon as posbible. The $3,000 for the
newsletter was appropriated ha Spring and Fall '99. A
motion was made that the Trails & Greenways Council
would like to use NPTF Admin. to do 2 newsletters for the
upcoming year. The Commissioner and Ranking Committee
would be asked to allocate $3,000 for the newsletter for
the up coming year. The motion was seconded and accepted
fbr the record with one member from the Ranking Committee
abstaining.
- F. Grant Process Update: There is $500,000 total
available from NRTF. VAST/GMC/CTA will share $175,000 off
the top, leaving $325,000 to outside trail organizations.
There is $74,000 available from VRTF. Grants have to be
in the F P. & R offce by Feb. 7. 1999. The Ranking
Committee will meet at the end of February.
