Present were: Dennis Shaffer (GMC), Rosemary Shea (CTA), Kevin Murphy (VAST), Paul Rea (WRVTA), Beth Ann Finley (NVRC&D), Paul Moffat (Willoughby Trails), Jennifer Waite (NPR), Eric Edelstien (VETRA), Laurie Adams (FPR).

BUDGET:

A proposed budget was passed around by Rosemary Shea (Treasurer)

The newsletter was discussed at length regarding whether it should continue, with the possibility of using $3,000 out of the VT Recreational Trails Fund. A suggestion was made to increase the $3,000 to $3,500 to include postage. The amended budget was approved and accepted to include the $3,500 for the newsletter.

CHAIRS REPORT:

Dennis reported on the status of the Bike and Pedestrian Path Coordinator position and that the Bike and Pedestrian plan was being circulated in the Agency of Transportation.

The Recreation Trails Fund Advisory Committee was planning to meet Wed. Sept. 17, 1997 at 8:15 in Waterbury.

The Land Acquisition Advisory Planning Meeting will start meeting. They will be looking at what the public wants to see the state lands for used for.

STATE AND NATIONAL LEGISLATION:

Dennis reported that in 96-97 $15 million was appropriated to the National Recreation Trails Fund (NRTF), of which $120,000 went to the State of Vermont over 2 years. There is a possibility that the figure could go up to $30 million for the next 3 years. That would also mean the there would be the possibility for the Vermont portion to double as well.

It was also reported that the LWCF could see a significant increase in funds and that Laurie might be the person to administer the program.

Nothing was reported about Landowner Liability, but all agreed that at our next meeting we should discuss what our plan of attack should be for the upcoming Legislation session.

Laurie passed around the new hot off the press Landowner Liability Handbook. There was agreement that the covers' color was much better than cautionary orange.

More discussion took place on what the content of the next Newsletter should be.

NEW BUSINESS:

The East Montpelier Recreational Trail System and Richmond Rivershare Trail Applications were presented to make both trail systems recognized as part of the Vermont Recreational Trail System.

The East Montpelier Trail Recreational Trail System Application was presented and approved by the Council.

The Richmond Rivershare Trail Application was presented and also approved by the Council.

Next meeting was set for Tuesday Dec. 2, 1997 at the new VAST building in Berlin at 9:00am.
