Committee Composition. A five-member citizen committee has been appointed by the Commissioner of the Vermont Department ofForests, Parks & Recreation with advice fiom the Vermont Trails & Greenways Council. Each member holds two-year terms with a renew option at the end of each term.
Member Qualifications. The persons who serve on this committee should generally be knowledgeable of trails needs and issues. They will also need to be familiar with the Vermont Trails & Greenways Plan. While people may be appointed because they have a background from a certain interest group, their position on the committee must be broadly representative of trails and not unreasonably advocate for their interest. Ifa member has a personal interest in a specific project, he or she shall not participate in the ranking of that project.
Members Responsibilities Members shall:
Advise on the process for applying for funds, criteria for
ranking, and the ranking process; Comply with the Vermont
Recreational Trails Fund Act and the federal Recreation Trails
Program and related regulations; Review and rank grant
applications; and Make fUnding recommendations to the Vermont
Department ofForests, Parks & Recreation.
Time Commitment. The work will involve a one- or two-day
long meeting during the course of the year to review and rank
projects. There will also be several hours of"homework"
involved in reading grant applications and assigning points using
established Project Review Criteria.
Compensation. The members will be compensated by the Vermont Department ofForests, Parks & Recreation for out-of-pocket expenses including meals and travel at the Vermont State allowances. A per diem payment cannot be provided at the present time.
Staff Assisrance. The Vermont Department ofForests, Parks & Recreation Business Manager and the Recreation & Trails Administrative Assistant shall provide administrative support to the committee.
