HTML stands for Hypertext Markup Lanuage.
Why choose HTML rather then a quick web page builder like MS Frontpage? HTML is free, it can be written on any computer that has a text editor. Creating your pages in HTML instead of using a program like Geocities page builder allows you to easily backup and move your site. Probably the most important thing is that, in my opinon, HTML is much more fun then other techniques.
