Encumbrance
Here are GW's optional rules on Encumbrance from UK White Dwarf 258 (July 2001, exterminatus section). This White Dwarf also has rules for a new character, extra wargear, and nice rules for randomly generating characters and equipment. It's worth hunting it down:

"ENCUMBERANCE
These rules allow GMs to take into account the difficulties of moving swiftly whilst laden down with heavy armor, weapons and equipment. If you find that your characters are taking everything bar the kitchen sink into battle, you may want to introduce the rules to your campaign to encourage more lightly equipped characters.

A character can carry a certain amount of equipment before their performance is impaired. The amount a character can carry (their Encumbrance value) is equal to their Strength + 50, after all modifications for bionics, power armor, combat stimms, etc. Add up the weight of all weapons and equipment carried (treat all equipment without a specified weight as 5). In addition, each point of armour weighs 5 points. This is the total weight of their equipment.

Compare this value to their Encumbrance value. For every 25 points, or part, that their equipment is more than their Encumbrance value they are at -1 speed (minimum 1). No model can carry more than twice their Encumbrance value."

As the text suggests, they are to be used at the GM's discression and are a guide. After I gave them I try, I found that they may be a bit to restrictive based on the guardsman below. I propose the following adjustment. Encumbrance is St + 75 and armor is 3 Encumbrance per point (instead of five).

Guardsman Example:
Guardsman's Strength - 50
Guardsman's Init. - 50
Guardsman's Speed - 3
Encumbrance value - 100

Encumbrance weight of Guard Flack Armor and helmet - 120
Lasrifle - 25
Laspistol - 15
Short Swd (bayonet) - 5
2 frag grenades - 10
Total En: 175

This is 75 over the Encumbrance value, thus -3 to Speed. Speed is now 1

We all know that Guardsman can actually move and shoot when they are on the battlefield, so lets try the adjustments.

Adjusted Guardsman Example:
Guardsman's Strength - 50
Guardsman's Init. - 50
Guardsman's Speed - 3
Encumbrance value - 125

Encumbrance weight of Guard Flack Armor and helmet - 72
Lasrifle - 25
Laspistol - 15
Short Swd (bayonet) - 5
2 frog grenades - 10
Total En: 127

This is 2 over the Encumbrance value, maybe the GM will let you get away with that, maybe you'll have to drop a grenade. Speed is now 3, a reasonable number.
