Avariciousians
Here is the final background for my concept for an inquisitor faction that revolves around organised crime to make cash (For the Emperor of course).

At the beginning of the 41st millennium a great tragedy occurred as beloved and charismatic Inquisitor Avari was assassinated, along with two Arbites who investigated the murder and several suspects, and his body was found melded into the rockrete of a newly developed spaceport.

Inquisitor Avari was an esteemed member of the Inquisition not just for the heretics and mutants that he purged over the years but because he donated millions of credits to Imperial organisations and personally funded several wars, which managed to seize back several planets for the Imperium. He even managed to fight hard to get the stimm Spur banned on several planets.

However after some investigations into this mans past it was revealed he was far from the public image that he had before. It was revealed that he was in fact involved with several powerful families and cartels that made Spur and Avari created a whole operation to shift it onto the streets. This was how he managed to get so much credits to fund the Imperium’s operations.

Now, even though Avari was condemned in the eyes of many people his methods still live on in the faction known as the Avariciousians. These members of the Inquisition believe that the Imperium’s organisations need more credits to be able to do its operations to its full extent.

Also there does not seem to be enough credits coming in from the Eccleschiarchy’s tithes and taxes. So the faction has decided to create its own profits by using numerous operations and rackets across the Galaxy to draw in credits.

The most successful racket is to lobby to get a substance banned on a planet with huge fines and imprisonment then start pushing your own contraband on the street. But it isn’t just limited to that Avariciousians have been known to use up gambling, extortion, protection, black mail and other things to draw in credits.

Avariciousians are extremely hard to find at the root of a crime though as they often operate through existing rich and powerful crime families, promising to increase their power and aid in wiping out their rivals. Some families may get greedy and demand a bigger cut but the Inquisition can just turn them into the authorities and collect the reward.

Of course Avariciousians don’t always collaborate with rich upper class families as they have been known to associate with street gangs, mutants and others to achieve their purposes.

The faction has a lot of enemies in the Imperium though including the Eccleschiarchy who preach out against things like gambling, drugs and street crime. Of course anybody involved in law enforcement who gets wise to their actions will try and shut them down as well.

Also their foes in the Inquisition claim that they are corrupting the people’s minds of the Imperium and that they are not aiding the cause of man at all but instead trying to line their own pockets and them selves are corrupt.
