Update On Events In September 1999

Sept. 1, 1999

Telephoned Richard Szarek and discussed further the issue of Brock Council and alternatives to having the work stopped at the Wilfrid Bog.

Telephoned The Nature Conservancy of Canada to see if they could help with the situation. Although the directives and polices of the NCC is to remain non-bias on lands not holding or not under stewardship by them, they did promise that their Land Protections department would contact me with some advice.

Pefferlaw Peat Products entered the bog and extracted peat from the area of concern throughout the day. There were no charges pressed again today.

Sept. 2, 1999

Prepared a letter for Brock Planning regarding the delay enforcing the zoning bylaw. We delivered this letter direct to the township office. Copy of the letter We made an appointment for Kevin Tipson to speak to council on the September 20, council meeting.

Sept. 3, 1999

Arranged an interview with the local newspaper, The Brock Citizen. The appointment is on Tuesday at 9:30 am.

Assault continues on the bog.

Sept. 4, 1999

Pefferlaw Peat Products removed and cleared all the trees alongside the channeled outlet leading west from the bog to Pefferlaw Creek. This action was not seen by any members but was noticed at the evening of the same day. This property is owned by a third party.

Sept. 5, 1999

Working on the Sunday of the Labour Day Weekend reveals the aggressive action on this unique wetland. Today Pefferlaw Peat was piling peat in readiness for removal.

All quiet today at the bog

Sept. 7, 1999

Jeff Bower from The Brock Citizen arrived today and we discussed the matter at the Wilfrid Bog. He is going to have an article in the newspaper as soon as he has conducted further research and interviews.

Telephoned Richard Szarek for a report on any further decisions from the Region. Nothing has been decided yet as Richard is still waiting word from the regions solicitors.

Telephoned The Lake Simcoe Region Conservation Authority today and spoke with Rennie Vos, Director, Watershed Management on the Wilfrid Bog situation. With not a shortage of problems within their jurisdiction, the Wilfrid Bog matter had not been decided on as yet. I asked that it be given a higher level of priority due to the pressing nature of the issue.

Received a telephone call from Chris Hodgson's office and a letter was requested from the Task Force on the matter. We have started to prepare a letter in response.

There does not seem to have been any new activity at the bog today. The rain probably played a part in this.

Sept. 8, 1999

Started preparing a letter to Mr. Larry O'Connor, our Regional Councillor, at the same time as preparing the letter for Mr. Chris Hodgson our M.P.P.

Received a phone call from Mr. John Hastings, Ward 6 Councilor for the Township of Georgina. Georgina is in York Region and is Durham Regions and Brock Townships's next door neighbour. John has shown an interest in the Wilfrid Bog issue and has and will continue to contact persons he knows within the right departments.

The rain seems to be helping our plight. No activity observed again today.

More rain with no activity at the bog except for a small pickup truck seen loading trees into the vehicle. We do not know if this is associated with the encroachment on the bog.

Sept. 13, 1999

Received a telephone call from the Nature Conservancy of Canada. I was informed that the NCC would be interested in the purchase of the Wilfrid Bog property at current market value. This is extremely important news as it reveals the interest the NCC has in this property and updates their opinions within the written report on the property from 1980.

Received a reply from the LSRCA. The matter is being examined by Reinie Vos, Director, Watershed Management. Copy of Letter.

I (Kevin Tipson,) attended a meeting of the South Lake Simcoe Naturalists and updated the members on the situation. A round-table discussion was had and strategies planned. The South Lake Simcoe Naturalists originated the Task Force For The Preservation Of The Wilfrid Bog and the president of the group, Mr. Paul Harpley, is revered by the group for his advice and professionalism on the matter. Letters were prepared by Paul and are being sent to a variety of different professionals and environmental groups. The letters were addressed directly to Keith Shier, Mayor of the Council of the Municipality of Brock and to Mr. Larry O'Connor, Regional Councillor Copy of Letter.

We believe the rain has kept the owner out of the Bog for 7 days now. It has been extremely wet and pools of water are forming within large depressions on the graded surface. We believe the work done on the west side of the 17th Sideroad is in preparation for channeling further the discharge creek from this side of the bog, in preparation for draining the east side, in order to remove the peat.

Sept. 17, 1999

The Task Force has hired a marketing firm to arrange corporate sponsors for the group. Cobalt Marketing Inc. has agreed to offer their services of expertise to help this worthy environmental cause. We will be launching an advertising campaign to publicize the issue and require funds from those companies wishing to show their evolvement with environmental issues that may or may not involve their business.

Sept. 20, 1999

The Town Council Meeting was held today. I (Kevin Tipson) presented the case for the preservation of the bog immediately after the Mayor, Mr. Keith Shier, and Ward 3 Councillor Mr. Reg Starr, both declared a conflict of interest due to personal reasons. Copy of Presentation. The presentation went well. After the presentation a brief discussion and question period was had. Ward Councillor 4, Debbie Bath, moved to have Brock Townships solicitors review the case and make recommendations and also to have the Task Force updated regularly on the matter. Brock Township is looking into a zoning amendment matter that may have been overlooked or improperly stated. It appears that the peat extractors solicitors have informed council that there are no regulations concerning the removal of peat from EP properties within Brock Township. We, and others, are looking into the matter carefully.

Pefferlaw Peat was observed removing peat from the bog again today. Rain once again hampered his attempts and no activity was observed in the afternoon.

Sept. 30, 1999

No further word from Town Council. I will telephone next week and see if there has been any development on opinions from the solicitors.

Oct. 1, 1999

Prepared a letter in response to an artical Copy of Artical that was published in the local paper, The Brock Citizen. Copy of Letter.

Weather has been cool and rainy, which has helped keep the peat extractor from entering the protected area. Pefferlaw Peat has not been sited on the acerage since Sept. 20.
