Letter to the Postmaster general.
This certified return received very special treatment. It is as if someone at the postal inspectors office knew this letter was coming and that the return receipt would be on the internet for the world to see. So they blacked out the address. The same thing was done to the envelope address as well as a number of other things. You can see it at the bottom. I put a trace on the certified return when it did not come back after three weeks. Nothing happened so I submitted a rifling/loss report. After 5 months the unopened envelope came back.

RE; Extreme and dangerous behaviors of postal employees.
Dear Postmaster General,
In the past far too many postal employees have exhibited consistently irrational and dangerous behaviors for the events to be termed "coincidence" or "natural". A pattern became visible and there was a special investigation. Now, a similar, although worsened pattern can be seen in the behaviors of young people in schools.
You are in a position to prevent more violence by working to understand something that will be difficult for many reasons. Government denial of the potentials of hypnotic manipulation of the subconscious mind has left us a society that possesses no court case records or books containing understandings of abuses of ancient forms of secret hypnosis. Without tangible reference materials, the ambient secrecy prevails in our society, making us very vulnerable. Consider the rational of the following statement.
"If knowledge is denied then it can be used to hurt you and you will not know why you are hurting."
The County of Santa Barbara has violated laws and codes it is bound to observe as a governmental entity in its duty to keep court records for perpetuity (see attached subpoena denials for sample). The State Superior court will not recognize, follow or uphold applicable State laws in related matters. Children are killing each other in the schools and it is related to the inability of government to observe laws. It is my hope the Postal Service can understand why it has been targeted in the past and protect lives accordingly.
Native American Medicine people are hypnotists possessing tens of thousands of years of accumulated knowledge of the human subconscious mind. They are good people trying to help. This activity is unconscious and programmed into them as children. They don't want to hurt people, when their ancestors tried to help the pony express they had to confront he fact that the riders had instructions to shoot Indians. The irony of this, carried in the Native hypnotically maintained oral histories, angers the Medicine people deeply so they are programmed to target the U.S. Postal Service by giving young children, instructions, to be as adults, postal employees programmed to dynamic psychopathic patterns. Conditional instructions to manifest the childhood programming in violent, deadly, adult actions are responsible for postal employee violence as well as what has happened in American schools. The same type of subconscious manipulation will be responsible for Y2K as behavior and sabotage of computer software and hardware.
Please communicate or compel the appropriate communications per this request based in priorities of life or death urgency.
There is another mundane matter that has come to my attention. I include a flyer sent to me in the U.S. mail by "Capitol One Financial Corporation", advertising a cash giveaway of $5000 dollars. I received the flyer on approximately 5/15 and called the toll free number. The person answering for "The Hartford's" refused to take ONLY the key code in order for me to be automatically entered into the drawing and would not enter me if I did not provide my name, address, zip code and phone number. I did not enter at that time. The flyer states, "All you need to do is call 1-800-516-1101 by July 31,1999 and give the operator your key code number located in the orange box below-"
Today I called the toll free number again and received the same response. This time I provided my information when I was told "we need to know who you are to give you the money." It is clear that the key code identifies me, and my address to the degree necessary for winner notification and that the companies are gathering data for future mailings. Also, the second to the last sentence in the "TERMS:" paragraph of the rules at the bottom that "may" be used to "NOT AWARD" the prize. This is illegal and offensive. Please investigate!

This letter was addressed to the postmaster general. It appears he is unknown. After X-ray it could have been safely opened by the post office but it was not. something about the vigorous blacking out makes me think whoever did it was angry with the letter even though they had not opened it.
