There have been a string of criminals in the Central City/Keystone City area that have all used the alter ego Chillblaine. They used freeze technology stolen from the original Captain Cold (Len Snart) by his sister Lisa Snart (the Golden Glider) while he was dead. She returned to crime after a period on the straight and narrow and set up her boyfriend as Chillblaine. The original Chillblaine was killed by the Glider while she was possessed by the demon Eclipso. She then created a series of Chillblaines with the Captain Cold equipment with each of them quickly being defeated by the Flash (Wally West). The final Chillblaine was wise of her scheme and killed her after he received the equipment. He was in turn killed by his allies Kadabra and Doctor Polaris because he was a liability to their plans.
