Leonard Snart was one of the many petty criminals that drifted through Central City on their way to elsewhere. He robbed one of the many independent laboratories in the city and found papers speculating on the powers of a new experimental particle accelerator. He exposed a special gun to the radiation of the accelerator and was surprised to find that he had created a device that could drain the thermal energy from molecules allowing him to create huge amounts of ice out of atmospheric water vapour or to freeze a solid until it became super brittle. He hired the tailor Paul Gambi to create a costume and became the super-criminal called Captain Cold. Snart made the mistake of battling the second Flash and found himself defeated time and time again. Alongside his rival, Heatwave, he became a member of the Flash's Rogues Gallery. Like all the Rogues his power outstripped his ambition and he never developed beyond bank raids and jewellery stores.

After the death of the Flash Snart slowed down as a Rogue and set up with his sister, the Golden Glider, as a bounty hunter. Sometime afterwards he was hired by fellow Rogue Kadabra for a spot of vandalism. Unbeknownst to Snart this was part of a plan by the demon Neron against Earth's greatest heroes. Snart was killed by the blaze he had been hired to start and his soul was claimed by Neron. In his absence Lisa set up a string of boyfriends as Chillblaine using the Captain Cold technology. The zombie corpses of the Rogues were set against the third Flash by Neron. The Flash managed to restore the Rogue's souls to their bodies and to defeat Neron. Free from Hell Snart easily fell back into the roll of Captain Cold. He and Captain Boomerang were badly beaten by Walter West, a Flash from an alternate universe. This prompted them to assist in the creation of Replicant, the ultimate Rogue.
