George Harkness grew up in a small outback Australian town, the son of a US merchant and a local woman. Harkness discovered his natural talent with the boomerang after he killed a bird as a schoolboy stunt. He was constantly getting into trouble with the local police and his "adopted" father was more than willing to hand him over to the authorities. In desperation his mother sent him to live with his natural father in the USA. He got a job with his father's firm promoting their line of boomerang toys using the costumed identity of Captain Boomerang as a gimmick. However he found quite be accident that life was more interesting when he used his boomerangs against the second Flash. As Captain Boomerang he became a reoccurring member of the Flash's Rogues Gallery. He also developed a series of specialised Boomerangs including exploding boomerangs, razor boomerangs and even massive boomerangs that could throw a man into orbit.

After the death of the second Flash Captain Boomerang became a member of the US government sponsored Suicide Squad and often caused trouble for his team-mates with his constant negativity. During his period he occasionally impersonated the original Mirror Master in order to continue a life of crime. Sometime after the dissolution of the Squad he was hired by Kadabra for a spot of sabotage. Unbeknownst to Harkness this was part of a plan by the demon Neron against Earth's heroes. He was killed in the blaze he had been hired to start and his soul was claimed by Neron. Later Neron sent the soulless bodies of the Rogues rampaging through Central City forcing the third Flash to free their souls from Hell.

Captain Boomerang was severally injured while fighting the alternate reality "Dark Flash". He was left in head to foot bandages, bed ridden and with the possibility of never being able to walk again. The Rogues wanted revenge and Harkness was instrumental in creating the new Rogue Replicant. Whether Captain Boomerang can recover or not is as yet unknown.
