Donald Hall was chosen by the Lords of Order to be an agent of Order alongside his brother Hank Hall who was to become an agent for the Lords of Chaos in the first stage of an experiment to see if Order and Chaos could work together. The were granted powers when cornered by criminals who were trying to assassinate their father (a local judge). Don was always the more liberal and peaceful of the two brothers and often preferred to talk his way out of crisis rather than fight his way out. Don was an on-off member of the Teen Titans and was killed during the Crisis.
