Nice question because very few people mention this . Earlier versions of TMPGENC was totally freeware (including Mpeg2 encoder) .

So the best FREE encoder is the last free TMPGENC encoder : This is TMPGENC v.1.2a .

Most people name QuEnc as the best free Mpeg2 encoder , but simply they don' remember !.
