The main reason why the coalition (YCICC) exists is to establish an International Criminal Court, which would be effective and independent legal body. In the same time, YCICC would advocate and promote ideas about ICC among Yugoslav citizens. Many NGOs across the world are involved in the work of the Coalition for an ICC, including experts for international, criminal and international criminal law as a new branch of the law. They all have the same task, which is to reach a high level of acceptable text of the statute of ICC, singing and ratification. The key task of YCICC is to support and give information to the citizens about activities connected with the establishing of the International Criminal Court.
We believe that awareness of as many people as possible should be raised about historical importance of establishing ICC.
We see a need to reinforce efforts and activities related to combating anti-ICC prejudice, and we'll work on incapacitating all activities and actions that would violate and degrade this idea, as well as on spreading belief in possibility of establishing ICC.
For
this cause we'll work on:
- Spreading the attitude that
on this level of integration and inter-dependence of the society, at least is
desirable to establish ICC;
- Establishing contacts on
regional level, level of Europe - creating new inter-contacts, as well as joining
existing and their strengthening. Concrete in world CICC and within it, respecting
possible consulting and cooperation with European co-coordinator of CICC and
within it.
- Cooperation with international organizations,
giving them insight in all results of our work if that is in interest of accomplishing
our mutual goal;
- Permanent point out of preventive role
of establishing ICC in prevention on international-crimes by constant rumination
on the fact that those who break ICL are assumed personally responsible.
- To inform public and interested international
organizations in this area. For this cause we will collect and make available
to the public information concerning any act of racial and ethnic hatred and
discrimination and prejudice, racially and ethnically motivated crimes and other
international crimes.
Organize,
in cooperation with governments, international organizations and non-governmental
organizations from around the world and various institutions, lectures and seminars.
The goal is:
Effective ICL education for combating intolerance, racial and ethnic hatred and promoting the human rights, values of civil society and faith in democratic institutions.
Until the Conference in Rome, the Coalition had the work strategy of the only world coalition, seated in New York. The first part of the task was completed with great success, taking into consideration the 120 countries, which voted for the ICC statute.
What is the CICC
Coalition?
The Coalition is a network of over one thousand civil society organizations from around the world, working together towards a common goal: the establishment of an International Criminal Court. The Coalition has a number of national and regional networks in Africa, Latin America, the Middle East, Asia, Europe, and North America.
What is the International
Criminal Court?
The International Criminal Court will be a permanent court that will investigate and bring to justice individuals who commit the most serious violations of international humanitarian law, namely war crimes, crimes against humanity, genocide, and once defined, aggression. Unlike the International Court of Justice in The Hague, whose jurisdiction is restricted to States, the ICC will have the capacity to indict individuals. The ICC will be created on the basis of the Rome Statute, a treaty adopted on July 17, 1998 in Rome at the United Nations Diplomatic Conference of Plenipotentiaries.
When
will the ICC be created?
The International Criminal Court will be established when sixty states have both signed and ratified the Rome Statute. As of now, 115 nations have signed the Statute, and 22 have ratified. The Coalition and Like-Minded governments are seeking to achieve entry into force as quickly as reasonably possible, a goal which cannot be realized without the support of civil society and governments all over the world.
The
ICC Preparatory Commission
The Preparatory Commission was established by the UN General Assembly pursuant to a mandate, embodied in Resolution F, of the Rome Diplomatic Conference of Plenipotentiaries in part to draft the Elements of Crimes and Rules of Procedure and Evidence. Three sessions were convened in 1999, each three weeks in length. In 2000, two sessions have been completed (March 13-31 and June 12-30), and one more will be held (November 27 – December 8). Delegates from all states invited to the Rome Conference are welcome to attend, in addition to relevant inter-governmental and international organizations. The NGO Coalition follows these sessions, gathers on a daily basis to exchange information concerning the ongoing developments, and organizes meetings with NGOs and government delegations from all regions of the world.
