Viridian City is right next door to pallet town. And Giovanni has a helicopter. Access no problem.
Giovanni has an unnatural interest in Ash's Pikachu. This is plainly transference of his interest in Ash.
Ash's father was a Pokemon trainer. Giovanni is a Pokemon trainer. Yahah!
Ash's father is proud Ash is following in his footsteps as a Pokemon trainer.
Ash hasnt met Giovanni in the anime so it hasnt been ruled out. But in the manga, its even better. The ash-equivelant (Red) and Giovanni go hunting for fossils like a father-son outing with a starnge feeling they've met before. Giovanni lets a few major hints slide. woohoo! (this hint from RED)
We never see Ash's father so its probable he doesnt live in the Ketchum residence
NO BECAUSE...
Ash's mom is in contact with Ash's father in at least "Pokemon Emergency", and if it is Giovanni, then he hasnt mentioned he owns the Viridian gym or runs an international crime syndicate. You would think even someone as dumb-ass as Mrs. Ketchum would have worked out her boyfriend was the head of Team Rocket by now.
Ash knows who his father is because he doesnt question the fact Mrs. Ketchum just spoke to his father. And he sure as hell doesnt connect his father to the gym or to team rocket.

So she was living with Oak during the league? They could have been having orgies every night, but it doesnt mean they were11 years ago.
Proffessor Oak is almost as anal about Pokemon as Pokemon website owners are. Of *course* he's interested in Ash's career. he gets the Pokemon an Pokedex info!
From Ash and his mum's conversation in Pokemon Emergancy, he knows who his father is. And its never come up in conversation with Professor Oak, only Gary is mentioned as family.

He knows who his father is. If it was a Mr. Mime, he'd be in 24/7 therapy in a small padded room instead of on a Pokemon journey.
Mr. Mimes are well known for their insistance on birth control
Again, so she's jumping it now doesnt mean she was 11 years ago.
Ash's father was a pokemon trainer. As far as I know, Mr. Mimes don't fit this description.

She could have had an affair or even divorced him before getting pregnant with Ash
