City Link is a 22 kilometre tollway that links Tullamarine, West Gate and Monash Freeways. The entire roadway was open to traffic by late 2000. There is the Western Link, which is also part of Tullamarine Freeway, the southern link, which consists of the Burnley and Domain Tunnels linking West Gate Freeway to the west and Monash Freeway to the east. Tolls apply along Monash Freeway up until Toorak Road in Kooyong. The tunnels run underneath Melbournes parklands, King Domain and Olympic Park. Domain Tunnel is about 1.8 km long, and Burnley Tunnel is about 3.4 km long. Much of the tollway was existing four lane freeway that has since been upgraded to 6 or 8 lane freeway.

Tolls on City Link are all electronic. Vehicles have an E-Tag on the windscreen, which is read when the vehicle passes underneath one of the toll gantries. Alternatively, non City Link users can purchase one of a variety of passes, such as a weekend pass, or a 'Tulla' pass, which can be purchased from Shell Touch machines located in various Coles Express service stations, through post offices or online at http://www.transurban.com.au/default.asp
