The New Zealand Climate Change Office will begin accepting applications from firms seeking Negotiated Greenhouse Agreements (NGAs) at the end of May, Pete Hodgson said today.
NGAs provide an exemption to the proposed greenhouse gas emissions charge to be put in place from 2007. In exchange, firms commit to moving towards world’s best practice in emissions management.

Solid Energy
Opinion: Coal is not clean. Solid Energy needs to rethink its strategy and message if it wants to be credible.
Coal will have a role in helping New Zealand get through its electricity generation shortfall in the next few years. But that will be through using the capacity at Genesis' Huntly plant, not new coal fired generation plants.
Building a new coal fired plant now would be against the reality that within its life New Zealand is likely to have a reduction in the net amount of greenhouse gas emissions it is allowed under the Kyoto Protocol. The cost of not meeting that likely second commitment period target is not known but could be substantial. It is not a risk to be taken lightly.
No matter how clean burning or efficient a coal fired plant is it suffers from a fundamental problem – coal produces a lot of unsustainable carbon dioxide emissions for the energy it releases. New technology applied to new stations does not reduce carbon emissions unless old stations are displaced permanently. As of now Huntly is not greatly used so there is little to displace.
If Solid Energy thinks the Government should encourage new plants at the low end of the scale of technology (i.e. high greenhouse gas emissions) by reducing taxes (i.e. the proposed carbon charge from 2007) it is failing to see the world as it is. The carbon charge is a pollution tax aimed at compensating for the environmental damage industry causes. It is not some fiscal device to be manipulated politically.
The coal industry has had a win in that the Government policy inexplicably allows its methane greenhouse gas releases from mines off free. It should be content with that.
