Dragonair Pilots Association - Insurance Information
Company Insurance. 
The `Conditions of Service' (COS) provide insurance for which Dragonair and their insurer are responsible. Policy details are available from the Dragonair Personnel Department.
Loss of Licence (LOL) Insurance.
Provides both Temporary and Permanent LOL coverage.
Temporary LOL coverage provides for a monthly payout equal to 2% of the sum insured.
For HKG based crew members this is approximately HKD $60,000 per month.
Permanent LOL payment will be paid in the case of permanent incapacity or death.
For HKG based crew members this is approximately HKD $3,000,000. Any Temporary LOL payments previously made for the same illness will be deducted.

Personal Accident Insurance.

Medical Insurance.
Provided by HSBC for Hong Kong based Crew Members.
This policy is barely adequate and is not transportable on leaving Dragonair.
Manchester based Crew Members are covered by BUPA Gold.
DPA Member Benefits 
The DPA has Group Insurance Coverage provided by TopCover and Underwritten by AIG Limited as detailed below.
1. Income protection Insurance
All members up to their 55th birthday are covered under the DPA group policy. In the event of a claim individual members receive USD $2,500 per month for five (5) years.
Members can obtain Additional Voluntary Coverage up to USD $15,000 per month or 75% of individuals' actual monthly income, (salary plus allowances). Once again this cover is for a five (5) year benefit period.
The cover is effective after a 180 day waiting period.
N.B. The DPA is the policy holder.
It is important all members complete a ` Nomination of Beneficiary' form to ensure that you and/or your chosen beneficiaries are paid correctly.
The DPA, not the insurer, keeps a record of these in the event of a claim.
2. Personal Accident Insurance
All DPA members are automatically covered for USD $100,000.
Additional Voluntary Coverage can be taken for the DPA Member, Spouse and a Family Rate. Current maximum Additional Benefits are:
Member USD $400,000
Spouse USD $250,000
Family Rate USD $250,000 for Spouse & USD $50,000 per Child.
This is a comprehensive policy with very few exclusions.
3. Group Critical Illness
DPA members are covered for a one-off cash payment of USD $10,000.
Additional Voluntary coverage can be taken by the DPA Member. Maximum Additional Benefit is USD $70,000.
Insurance policy coverage is from 01 March to 28/29 February each year.
All Additional Voluntary Coverage is open for application twice each year, normally March and September of each year.

Legal Protection Insurance
The DPA Legal Protection Insurance has expired.
Aircrew Legal Protection Limited (ALPL), our previous insurers, now only insures UK Residents.
There is NO Legal Protection Insurance provided by the DPA.

The DPAC seeks to provide members the most appropriate and comprehensive insurance at the most competitive rates.
The `Conditions of Service' provide insurance for which Dragonair and their insurer are responsible.
Loss of Licence Insurance provides for both temporary and permanent loss of licence coverage.
Temporary LOL coverage provides a monthly payout of 2% of lump sum benefit (around $3,000,000 HKD).
Permanent LOL payment (minus what you have already been paid out) will be paid in the case of permanent incapacity.
You may top up this figure through the personnel department.
The company also provides Personal Accident Insurance.
Medical Insurance is also provided through HSBC Medical Coverage.
While these insurances are generally adequate, the problem is that achieving temporary or permanent loss of licence can take some time after the company ceases to pay you, and it does not provide for long term illness or incapacity.
DPA Insurance Update 1 
12 Feb 2004.
The DPA provided Top Cover Insurance and voluntary `Additional Benefits' (if selected) are up for renewal with effect 01 March 2004.
The good news is that the DPAC have been successful in securing and providing all DPA members with the same dollar value of coverage for the next 24 months as was enjoyed in the past 12 months. Income Protection Insurance premiums have been guaranteed for 24 months and monthly payment of these premiums via Credit Card is now available. Included free of charge for all DPA and immediate Family members is `Second Opinion' - a fully INDEPENDENT facility which provides expert medical opinion both for diagnosis and treatment. Full details of this facility will be provided to members in due course.
The premium rates for Personal Accident and Critical Illness remain unchanged. Unfortunately the Premium Rates and Benefit period for the Income Protection Insurance have changed and not in our favour!
The DPAC have investigated numerous Income Protection Insurance options, both with our existing insurers and with other insurers. The reality is that since 9/11 a large number of insurers and re-insurers have withdrawn or been forced from the Income Protection market.
In deciding what option to select the DPAC uncovered various statistics regarding claim periods for Pilot disabilities. Using data from various sources, including one study of Pilot disabilities over a 9 year period and covering 1107 cases, the following was revealed.

In another individual airline survey the statistics covering a recent six year period were:
40% of pilots who commenced actual claim payments subsequently returned to work.
10% of pilots who commenced claim payments have subsequently died.
32% of claimants are still receiving benefit. The average claim period if they run to expiry is 5.2 years.
18% of claims are pending - either still in waiting period or still on salary beyond the waiting period.
The overall average claim period, including paid out claims of those who returned to work, is 2.96 years.
From all sources of research, the average length of disability is consistently stated to be 3.2 years.
With these statistics in mind and given the current state of the Insurance market the DPAC have elected to accept a five (5) year Benefit period for Income Protection Insurance.

All DPA members are automatically covered for the following benefits:
Income Protection Insurance: USD$2,500 per month for a Maximum Benefit period of five (5) years.

Pilots who already have `Additional Benefits' coverage will receive there Renewal Notices within one week.

The period of coverage for all Insurance is 01 March 2004 to 28 February 2005.
Renewals and new `Additional Benefits' applications will be accepted up to 31 March 2004.
Any Renewal received by AIG after 31 March 2004 will be treated as a new application.
Any new applications received after 31 March 2004 will be returned.
The next period for application will be 01-30 September 2004.
Whilst the Income Protection premium increase and reduction of Benefit period are less than ideal the level of cover and rates are still very competitive within the current market. A considerable amount of time and effort has been put into making this package as appropriate as possible; please take some time to consider it. In addition to the Insurance listed above AIG offer most other types of domestic and personal Insurance (Travel, Home Contents, Domestic Helper, etc). DPA Insurance Update #2/2004

‘Over 55’ Insurance Coverage.
DPA Group cover and all Additional Voluntary Top-up cover expire on a Members 55th birthday.
Any Member wishing to continue Income Protection Insurance coverage after attaining age 55 should contact AIU Customer Service Centre ASAP after their 54th birthday. Failure to do so will exclude the Member from ‘Over 55’ coverage.
To continue with Voluntary Income Protection coverage Members must have fulfilled the following criteria:
1. Fully Financial Members of the DPA for the previous 12 months (Members prior to their 54th birthday),
2. Remain a Fully Financial Member of the DPA for the cover to be valid.
3. Current clients of AIU
The rates for Income Protection coverage will be the same as the Income Protection 51 to 55 Age bracket. Current rate is USD $231.98 per $1,000 of Income Protection Insurance. Benefit period is for 5 years or the attainment of 60 years of age, whichever occurs first. The Waiting Period remains at 180 days.
Provision has been made for those current Members who do not meet, or will not meet in the next 12 months, the criteria laid out above.
Any Members who find themselves in this category (aged 54+ at 01 March 2004) and who are interested in Income Protection Insurance coverage please contact the DPAC Insurance representative ASAP.
N.B. No application will be accepted if it is submitted to AIU after 31 March 2004.
