*Everything is based on my opinion and from what I have concluded by the anime and manga

Zangya - Stronger than regular Ssj since she is able to stand ground with SsjGohan (who was a ssj who broke the barrier), but she is weaker than Ssj2 since she wasn't able to overpower Ssj2Gohan.

#18 - She is much stronger than regular Ssj since she was able to defeat SsjVegeta with no effort. She is no where near the power of a Ssj who broke the barrier/Ussj because she is weaker than 1st stage Cell, and a Ussj can easily defeat 2nd stage Cell.

West Kaioshin - She is only mentioned as one of the Kaioshins who got killed in the fight with Buu. She doesn't appear in the anime or the manga, so most people don't know about her. She is probably slightly weaker than East Kaioshin (Who is alive). East Kaioshin is probably not stronger than ssj.

Pan(GT) - She is sometimes stronger than SsjTrunks if angered because she can trigger a lot of power just like Gohan. She was never taught to control it though, and so she is usually weaker than a Ssj.

West Kaio - She is shown once in the anime. She is obviously strong since she is a Kaio, but is also weaker than a Kaioshin since Kaioshins are supposed to be the highest rank and the strongest.

-Fighters No Where Near Ssj Level-

Seripa - Seripa is stronger than most of the average space fighters. She is weaker than Bardock, who is almost as strong as King Vegeta. She is very weak compared to Vegeta in the beginning of the Saiya-jin Saga, who is already stronger than King Vegeta.

Videl - Videl is stronger than an average super-human. She is strong enough to fly, but she isn't strong enough to develop ki blasts. She is weaker than Kamisennin, who is no where near the level of Seripa.

ChiChi - Stronger than the average human. She is a super-human. Don't know if she is stronger than the Ox-King or not.
