My idea is to form a new country based on a blend of Socialism/Democracy. It would be a little country in a tropical climate where most drugs would be legal (marijuana, opiates, shrooms, etc). The basis of the community would be a peace-loving, more open and accepting group of people. Most of the country's money would be evenly distributed throughout the population, but of course there would still be opportunity for advanced income. More money would be spent on human services, education, and drug education (in turn reducing the number of fatal overdoses and drug-related health problems). In comparison the the United States, penalties for petty crimes, in particular drug offenses and similar victimless crimes, would hold much less severe penalties. On the other hand, penalties for violent crimes, such as murder and rape, would be more severe.
That's all I have come up with for now, but I'm sure some day when I'm high I will come up with much more detail and more ideas.
