Because the pictures are large, it may take a minute or two for each page to load. Topography is critical to determining building sites in Norway. The land is very rugged, rocky, and mountainous. Blasting granite to level a site for a foundation or bring in utility lines is difficult and expensive. (Not to mention dangerous!) There are many issues to address when building on rock: water, sewage, drainage, access, location... Norway requires a use plan approved before you can even apply for a building permit or submit blueprints. Then there's the issues and politics with the approval committees and coastal managment plans. That's a whole other story as we're learning!
