FARC rebels state conditions for bilateral truce 
 

To national and international public opinion:

1.In the Colombian conflict there are only two parties: the state with its security forces and paramilitaries, responsible for the government-sponsored dirty war against the people and its organizations, including the guerrilla movement led by the FARC-People's Army.

2. The 30-day truce to commemorate the year-end's festivities also means, in addition to silencing the state rifles, the national government's commitment:

* Not to tax the poor with more taxes. * No more increases in the prices of products in the family basket. * Fair readjustment of the minimum wage. * Solution of serious hospital and educational problems. * Meeting the aspirations of workers who demand specific solutions, such as energy sector workers, lorry drivers, teachers and the residents of the Colombian central massif. * Provide a state subsidy to the unemployed beginning in January of the year 2000, in accordance with DANE [National Administrative Department of Statistics] statistics. * Responsible solutions for the theft perpetrated by the financial system against UPAC [Units of Constant Purchasing Power] users. * Guarantee the return of displaced persons with full guarantees by 15th December. * Show the dignity of the fatherland and not approve the extradition of fellow countrymen.

3. The national government must cancel the shameless US government military intervention in our country. This only deals with the most urgent problems.

4. If the president of the Republic, representing the state, would cease offensive actions against the Colombian people, if he would pledge to resolve the serious problems that have been outlined, and guarantee that after the cease-fire period ends there will be no return to death-by-contract for more defenceless citizens, we would agree to a bilateral truce.
