Government and FARC negotiators issue second
communique on talks
Communique No 2 of the negotiating table -
agreement on methodology
The designated spokespersons
of the national government and the FARC-EP for the negotiations, meeting
in San Vicente del Caguan Municipality, on 2nd November 1999, regarding
the development of the negotiation of the agenda agreed upon on 6th May
1999, agreed to the following methodology:
1. Sessions: the negotiating
table will meet on Thursdays, Fridays, Saturdays and Sundays, every two
weeks but will be able to hold more meetings if it so requires. In each
meeting the topics or issues of the next meeting will be agreed upon.
2. Place of the meetings
of the negotiating table: considering that the national government, in
conformity with Law 418 of 1998, created a special zone for the talks to
seek a negotiated political solution to the social and armed conflict through
which Colombia is living, San Vicente del Caguan Municipality was chosen
as the main headquarters for the National Table of the Negotiation Talks.
There, a place where the corresponding meetings will be held, will be established.
Without changing the above-mentioned,
the parties may celebrate meetings in any of the other four municipalities
of the demilitarized zone.
3. Invitation to experts
or other people: the negotiating table may request the participation of
experts or persons or institutions in the matters it may address.
4. Recordings: of the meetings
of the negotiating table no minutes or recordings of any kind [as published].
Each of the parts will take notes and the decisions will be recorded in
joint communiques to the public.
5. Media: according to what
was agreed upon during the meeting held in Uribe on 25th October and to
keep the public duly informed, when the negotiating table considers it
to be pertinent, joint communiques will be issued that will allow us to
express in a single voice the developments in the negotiations. Only the
spokespersons designated by the table will be able to give statements to
the media on the topics discussed.
6. The members of the negotiating
table have heard the reports of the coordinators of the thematic committee,
which were analysed with the presence of the totality of the thematic committee.
Once the corresponding comments were made it was decided to make the necessary
adjustments to it in order to present it again for review next 5th November
through the coordinators.
For the national government:
Victor G. Ricardo, Camilo Gomez, Fabio Valencia Cossio, Pedro Gomez Barrero,
Juan Gabriel Uribe, Gonzalo Forero Delgadillo and Nestor Humberto Martinez.
For the FARC: Raul Reyes,
Joaquin Gomez, Fabian Ramirez and Ivan Rios.
